Power Usage Effectiveness compares all electricity used by a facility with the electricity used by its computing equipment. Lower overhead can improve PUE, but PUE does not measure total emissions or whether the computing work is efficient.
Water Usage Effectiveness compares site water use with the energy used by computing equipment. Its meaning depends on the measurement boundary and does not show whether the water is scarce, potable or recycled.
